Funding available to support local projects with launch of Police Property Act Fund

Norfolk’s Police and Crime Commissioner (PCC), Sarah Taylor, is inviting applications from organisations which help local communities.

The PCC has allocated £30,000 from the Police Property Act Fund for the financial year 2025/26 to be utilised for local voluntary and community groups who are working to improve people’s lives in Norfolk. 

The funding will be used to support local projects undertaken by charitable/voluntary organisations that solely benefit communities in the county. Applications for grants up to £2,500 per application will be considered.

The Police Property Act Fund (PPAF) has been created as a separate fund where monies are paid into the fund from the proceeds of all sales of property and/or confiscated goods or by order of the court that have been recovered by the Police and which cannot be returned to their original owner.  The regulations and powers fall under the Police Property Regulations 1997.

Sarah Taylor said: “I am very excited about this funding because this is open to communities across the whole of Norfolk, not just for areas in greatest need. As I mentioned in my Police and Crime Plan, safety is more than just policing. It’s about building cohesive communities where everyone feels secure, valued and supported in the place where they live. 

“I would encourage all grass root groups and projects to take advantage of this opportunity. Whilst these amounts are modest, I am working to bring in further rounds in the next 12 months. In the meantime, please don’t be discouraged! Your application could be for relatively simple things like the fees to hire a village hall which might make your service more sustainable. All community initiatives are important and welcome. 

“Applications will be awarded by the Chief Constable, Paul Sanford and myself in mid-June.”

Applicants will need to demonstrate that their project contributes to meeting the Police and Crime Commissioner's objectives as set out in her Police and Crime Plan 2025-2029. 

The main aim of the fund is to deliver projects that will:

  • Prevent or reduce crime

  • Improve people’s lives

  • Build stronger and safer communities

It is open to charitable and voluntary organisations which can demonstrate that their project will deliver the above aims. This fund is suitable for small grass root groups/projects, by and for organisations, those with protected characteristics and children/young people.

This funding would be suitable for startups/seed funding as well as existing community projects. Applicants must demonstrate their project meets the aims and outcomes of the fund and will need to outline the benefits that will be delivered to Norfolk residents.

Projects that would suit this funding round could include:

  • Purchase activity equipment or paying for a youth club leader to run positive activities for children and young people in an area where there is multiple deprivation or anti-social behaviour

  • Purchasing equipment for a community garden in an area with multiple deprivation or anti-social behaviour

  • Purchasing print/posters etc to raise awareness of how to target harden homes in an area

  • Start a community group for those with protected characteristics where there is hate crime

Provide ICT support for older people/vulnerable adults to protect themselves against online, fraud and scams
